The City of Littleton is designing improvements to the Santa Fe Drive and Mineral Avenue intersection to reduce congestion and improve safety. A new quadrant roadway is currently being designed in the southwest parcel of the intersection. The City of Littleton is kicking off a project to identify and design transportation improvements in the area along Mineral Avenue east of Santa Fe Drive to approximately Windermere Street. Mineral Avenue is an important east-west corridor providing access to many local and regional destinations, including RTD’s Mineral Light Rail Station to the west and businesses and services to the east. Improvements are needed to create safer and more convenient options for bicyclist and pedestrian travel in this area.

Improvements will be considered at multiple locations and could include separated bike lanes and an improved trail along Mineral Avenue, changes at intersections to boost safety for bicyclists and pedestrians, and upgraded crossings of area roadways for High Line Canal Trail users.

Through a robust planning process incorporating community input, the city will identify a set of improvements aimed at enhancing transportation mode choices and connectivity while increasing safety.

Community members are invited to learn about the project and provide input regarding existing active transportation concerns and desired improvements on the project web page: www.littletongov.org/MineralMobilityImprovements. Comments are being accepted on the project web page through January 7. Initial community input will be used to identify concerns with existing conditions and will support the development and screening of improvement alternatives. Selection of concepts and project design will occur in 2022, bringing additional opportunities for public comment.  Please fill out this survey to provide comments.

The total budget for planning, design, and construction is $2 million. The project is funded using a “Safer Main Streets” grant from the Colorado Department of Transportation. Construction is anticipated to begin in 2023.

Littleton City Council confirmed during their February 2, 2021 study session that the Unified Land Use Code (ULUC) is their top priority this year. The current city land use and zoning codes have created growth patterns that aren’t consistent with the Envision Littleton Vision and Comprehensive Plan adopted in 2019. The ULUC will consolidate the city’s regulatory documents, streamline procedures, and emphasize the quality of the built environment throughout the city. As part of the ULUC, the city has hosted a series of virtual webinars to gain input and guide the process. On Wednesday, February 10, the fifth Envision studio drew together community members to discuss the future of neighborhoods as we transition to a Unified Land Use Code (ULUC). The final Envision Studio for 2020 was held on December 14 to continue discussions about the look and feel of Littleton for the next 20 years. The focus was on the type, quality, and character of development along the corridors of Santa Fe, Broadway, Littleton Boulevard, and Belleview Avenue. The goal of the studio was also to refine community preferences and build consensus about the key ingredients of good design. The Littleton Arts and Culture Commission encourages and supports the areas of visual arts, theatre, film, music, dance, history, and humanities. The Commission wants to hear from residents and visitors about their perceptions of the strengths and weaknesses of arts and cultural events in the community. The City of Littleton is currently updating its zoning regulations and integrating them into a new Unified Land Use Code (ULUC). There are proposed changes to the Site Development Plan (SDP) section of the Littleton City Code. The proposed changes would create the minor and major SDP types with major SDP's allowing for residents within 300 ft. to appeal the approval or denial of the SDP.

Included in Littleton's Comprehensive Plan will be the creation of the city's first-ever Transportation Master Plan as well as updates to codes and zoning. The Department of Public Works is kicking off an evaluation of the Santa Fe Drive & Mineral Avenue intersection. The purpose of the study will be to identify solutions to the safety and congestion issues at the intersection. Because a long-term solution (such as a grade-separated interchange like at Santa Fe Drive & Belleview Avenue) may be very expensive, we are also examining the feasibility of short-term, more affordable fixes to the intersection. As part of this effort, we need your feedback. We will be holding open houses at key points in the study, but as we launch this effort, we would like to hear from you first to inform the study and guide our process. Please provide your thoughts on this critical intersection in our community.

What are your priorities for the City's budget in 2017?

The Littleton City Council and executive team concluded three nights of budget work sessions and developed a proposed budget that will be considered on first reading October 18 with second reading and public hearing scheduled for November 1. The $110 million budget for 2017 is focused on public safety and investment in infrastructure. Funds for street rehabilitation will be at an all-time high, increased by 32 percent from $1.9 million in 2016 to over $2.5 million to address street pavement maintenance and another $1.0 million for infrastructure improvements including sidewalks and traffic signals.

Some highlights of the budget include: four new police officers to respond to increased calls for service; more fire dispatchers on duty during peak call hours; a new Engine 14 and Ladder 18; pedestrian-activated flashing beacons on Mineral Avenue at Lee Gulch and on Prince Street at Little’s Creek; new playgrounds at Promise and Elati Parks; a new shelter, restroom and parking at Progress Park; and renovation of the ball fields at Bowles Grove Park. Downtown Littleton will see upgraded maintenance for sidewalks, ramps, crosswalks, and curb and gutter, focusing on Main Street and Alamo Avenue.

Citizens are encouraged to provide comments on the proposed budget by attending the public hearing November 1, by sharing their thoughts at openlittleton.org, or by tweaking and submitting their own budget choices using the city's new online budget-planning tool.

South Suburban Park and Recreation District (SSPR) is currently working with the City of Littleton and consultant Architerra Group to update the master plan of Progress Park (https://www.ssprd.org/progress-park). This project is jointly funded by Arapahoe County Open Space Grant Program, South Suburban Park and Recreation District and the City of Littleton. SSPR has held one public input meeting and is seeking additional input from the surrounding community.  Public input is important to this process and we would like to know about the current uses in the park and the future needs of the surrounding community. The City Council will be considering on first reading on May 3, 2016, an ordinance to allow retail marijuana stores in the city.  Currently, Littleton allows a maximum of four medical marijuana stores to operate and prohibits retail operations.   If retail is allowed, should Littleton maintain a maximum of four marijuana stores?  Should existing medical marijuana store locations that were in operation before the city established distance buffers from schools, parks, daycare facilities and other such centers be "grandfathered" in place if they transition to selling retail?  Please participate in the survey to provide your opinion.  Thank you!

The City and South Suburban Parks and Recreation are nearing completion of a new trail sign design for the Mary Carter Greenway Trail and need residents' opinions on how to orient trail maps that appear on some of the signs.  This is a quick-turn around poll and will be closed on Friday morning to public input as we need to complete the sign design.  The poll is: Pertaining to new signage along the Mary Carter Greenway Trail, should north always be at the top of the map or should the map be oriented to how a person is traveling on the trail (example: if a person is traveling south, should C470 be at the top?)?

The city's official web site, www.littletongov.org is being upgraded to improve navigation and visitor experience and we need your help. We are conducting two studies to look at visitor habits and web site navigation. The first is a brief survey asking how you search for information when visiting a web site. It's only five questions and should take less than three minutes to complete. The second is a fun card-sorting exercise where you get to decide how to organize the city's web site navigation. Use your organization skills along with your imagination to arrange various web pages in categories that make sense to you. Think carefully about this one because we might use one of your ideas! The Littleton City Council recently delayed final action on Ordinance 84 of 2015 to Tuesday, November 3 with the desire to obtain more public input. Ordinance 84 includes provisions to 1) regulate electronic smoking devices by treating them in the same manner as cigarettes; and 2) restrict the places in downtown where smoking would be allowed.  

Two questions are now available on OpenLittleton.org regarding E-Cigarettes and Downtown Smoking Restrictions.  Please provide your opinion on these important public policy issues.  Thanks for participating!

We want your opinion!  The City Council will soon be reviewing a change in existing law to allow downtown merchants to display their merchandise on the public sidewalk every day of the year under defined criteria.  Currently, merchants are allowed displays on sidewalks three days per month.  Do you support or oppose the change and why?

An accessory dwelling unit (ADU) is a smaller, secondary dwelling unit on the same lot or within a house, attached house, or manufactured home. Because of the possible benefits of ADUs, cities may provide incentives for the construction of ADUs. But to ensure neighborhood character is maintained, cities may adopt standards for the additional housing units. Tell us what you think about accessory dwelling units?

The City is investigating options for providing residential trash service through private companies.  In the next few months, the City will be releasing an RFP for private haulers to competitively bid to offer service to residents of Littleton.  There are two primary reasons the City is investigating this option: 1) through economies of scale, we may be able to achieve more affordable trash and recycling services for Littleton residents, and 2) to reduce the wear and tear on City streets by reducing the number of trash trucks operating in Littleton.  Other than reducing street maintenance costs, there is no financial benefit to the City in contracting residential trash service.  Additionally, it is only under investigation; issuing an RFP to trash companies does not obligate the City Council to act.

Currently the City of Littleton bills for sewer and storm water once a year in June.  The City provides a "reminder" statement in July to note the total payment is due in August.  If delinquent, an additional statement is sent noting total payment is due by Oct. 15.  If a balance is owed after Oct. 15, collection moves to the county of the resident for payment through property taxes.

Would it be helpful for residents to receive quarterly statements throughout the year, allowing for additional "reminders" and payment options, rather than receive the single bill in June?

The City is currently reviewing the continued use of red-light cameras and curious our residents' thoughts of the cameras.  Do you support, oppose, or are neutral on their use and why?

Background: The City has had red-light traffic cameras at select intersections for a number of years.  Installed due to safety concerns at high-volume instersections (example: Littleton High School students crossing at Broadway and Littleton Blvd.), the red-light cameras will snap a photo of the driver, vehicle postion and license plate of a vehicle that runs a red light.  The photos are reviewed by an officer and if deemed a violation, a ticket is issued.

The city's annual budget process has started and the city wants your input on priorities.  Over the next two months, city staff will be working with the city manager in preparing the 2015 Proposed Budget.  This budget will be reviewed by the city council on September 8-9 at the Littleton Center.  In order to obtain additional public input, the city would like your opinion in ranking ten budget priorities.

Why is retail so important to Littleton and why you should “shop local”?

When you shop in Littleton, 3% of the 7.25% you pay in sales tax is paid to the city. Sales tax is 80% of the total tax revenue collected by the city and that’s what pays for services. Most local business owners and their employees spend their money in Littleton and when you buy from local businesses you’re helping to sustain and grow revenues and create local employment opportunities.
