I say No
Those who want quarterly statements need to be charged additionally for this service if the city goes in this direction. Under NO circumstance should I have to subsidize those -- for whatever reason --- who want a quarterly statement. And while you're at it, do something about the trash pick up like a contract for the entire city and one whereby people pay for the amount of trash they discard. I'm tired of subsidizing others where this is concerned, too. Not to mention the wear and tear on our roads caused by the ridiculous number of heavy trash trucks going up and down our streets.

I always thought it was an unnecessary burden to require homeowners to pay a full year at once when every other utility allows you to pay monthly. It must really be painful to low-income and fixed-income residents.

No - government's goal should be to keep costs down in all departments. Don't waste money on procrastinators. Take responsibility for your actions and pay the bill on time.

I would need to know further details, such as methods of communication, costs involved, tracking performance of notification program, etc.

It may be easier for some people to budget that way. Maybe it would be nice to pay half at a time, also.

People should just pay the bill when they get it. I don't think the city should bear the added expense of additional mailings just to make it easier for people who forget, or who just delay until the last minute when it's maybe too late.
